A MUD's main function is to provide water, wastewater and drainage services within it's boundaries. We encourage all customers to register their meter on Waterscope to monitor and set up alerts on water usage. The location of the leak determines your course of action. If the leak occurs on the house side of your water meter, it is the home owner's responsibility and is suggested to call a local plumber to check for leaks. If the leak occurs around your meter or on the street side of it, please contact the District at 512-261-6281 for assistance.

Hurst Creek MUD uses AMR (Automatic Meter Read) meters which allows each customer to monitor their own water usage. This secure cloud-based system can be accessed using an internet browser or you can download their smart Mobile App for Android or IPhone. Invaluable online access to real time readings and data. To set up your water meter account please go to www.waterscope.us using your internet browser. You will see the WaterScope sign-in page; click on “Register”. Once you click the Register button you will see the set up screen (instructions).

Winter averaging is a way for you to save money. Sewer charges for residential customers are based on Winter averaging. The water consumption used during the winter months of December and January each year determines your bi-monthly sewer charge for the next twelve months. The new winter average goes into effect on the February billing each year.
Why is Winter averaging done on December and January? Usually outdoor watering is minimal during the winter months; therefore it is easier to estimate the actual amount of water that goes directly into the sanitary sewer system versus being used for outdoor watering.
To calculate your wastewater average you must have at least 60 consecutive days of water use (December and January).
Base Fee $ 20.00 (for 2 months)
$ 2.50 per 1,000 gallons
Not to exceed $40.00 (maximum)
In the event that the customer had no recorded water usage for the previous December and January billing period, or any portion thereof, then the bi-monthly charge for sewer service shall be based on the actual water usage and the base fee, not to exceed $40.00 for both per two month billing period; provided, however, that the District may monitor the actual sewer flow from any customer and use the amount derived from such study to determine the monthly charge until the water usage data is available for the December and January period.

The following Notice is required language as a result of new rules recently adopted by the The Public Utility Commission (PUC), regarding disconnections and late fees for nonpayment during extreme weather emergencies based on legislation following the 2021 Winter Storm Uri.
We value our relationship with our customers and are committed to a transparent billing process. At this time Hurst Creek MUD has not performed any disconnection of services for non-payment due to Extreme Weather Events. We understand difficult times, and continue to work with customers who need to set up manageable payment plans.
NOTICE:
Dear Customer:
The Public Utility Commission’s rule in Title 16, Chapter 24 Texas Admin. Code § 24.173(d) prohibit HURST CREEK MUD from imposing a late fee or from disconnecting your retail water/sewer service for nonpayment of bills that are due during an extreme weather emergency until after the emergency is over.
An extreme weather event is defined as a period beginning when the previous day’s highest temperature in your area did not exceed 28 degrees Fahrenheit, and the temperature is predicted to remain at or below that level for the next 24 hours according to the nearest National Weather Service reports for your area. For purposes of these requirements, an extreme weather emergency is over on the second business day the temperature exceeds 28 degrees Fahrenheit.
HURST CREEK MUD is required to offer a payment schedule to an affected customer that requests a payment schedule. If you are a customer of HURST CREEK MUD and are affected by an extreme weather emergency, you may request a payment schedule from HURST CREEK MUD for unpaid bills that are due during the extreme weather emergency.
For affected customers that request a payment schedule, HURST CREEK MUD is prohibited from disconnecting service for nonpayment of bills that are due during an extreme weather emergency. However, once a payment schedule is offered to the affected customer, disconnections may resume if (1) the affected customer declines to accept the payment schedule in a timely manner, or (2) if the affected customer has violated the terms of the payment schedule.
If you have a bill from HURST CREEK MUD due during an extreme weather emergency, then you are an affected customer and you qualify to request a payment schedule from HURST CREEK MUD for your bill. Please contact our office at (512)261-6281.
